CHOICE Review

This volume (1st ed., CH, Apr'02, 39-4560) presents the quadrennial update by the Copenhagen Consensus Center, which employs cost-benefit analysis to prioritize solutions to ten pressing global problems. The book first examines each problem separately: air pollution, conflict, diseases, education, climate change, malnutrition and hunger, sanitation and water, subsidies and trade barriers, terrorism, and women and development. Typically there is a 40-50-page overview article (the challenge paper), followed by shorter pieces (perspectives papers), all by noted experts, primarily economists. The challenge papers generally provide excellent, up-to-date introductions to the various issues, including extensive references to the professional literature. The perspectives papers are somewhat spottier in that not all actually add alternative perspectives, but some are quite worthwhile. The final section of this work uses a panel of preeminent economists (including five Nobel laureates) to prioritize recommendations drawn from the expert analyses. As one might expect, this last exercise is more marketing than substance. Some panelists provide detailed justifications for their rankings, others just the ranking. Overall, a useful, timely reference for readers interested in the global issues examined. Summing Up: Recommended. General readers; all levels of undergraduate students; professionals. C.
